정책 실패가 반복되어서는 안 된다


The gap between the rich and poor deepened over the past four years under the Moon Jae-in administration. The average annual income of the richest 10 percent increased by 14.29 million won ($12,000) from 2016 to 2020, according to the office of Rep. Choo Kyung-ho of the main opposition People Power Party, Tuesday.
문재인정부 들어 지난 4년간 빈부 격차가 심화됐다. 20일 국민의힘 추경호 의원실에 따르면 상위 10% 부자의 연평균 소득은 2016년부터 2020년까지 1,429만원 증가했다.


In contrast, the average income of the poorest 10 percent rose by only 170,000 won during the corresponding period. This means the annual income of the top 10 percent, which was 68.6 times that of the poorest 10 percent in 2016, rose to 69.8 times in 2020. The wealth disparity between the rich and poor steadily narrowed from 2016 to 2019. Yet it began to widen from 2020, apparently affected by the COVID-19 pandemic.
이와는 대조적으로, 가장 가난한 10퍼센트의 평균 소득은 해당 기간 동안 17만원 증가하는 데 그쳤다. 이는 상위 10%의 연 소득이 2016년 하위 10%의 68.6배였던 것이 2020년에는 69.8배로 증가했음을 의미한다. 빈부 격차는 2016년부터 2019년까지 꾸준히 좁혀졌다. 그러나 코로나19 대유행의 영향을 받은 것으로 보이는 2020년부터 확대되기 시작했다.


The economic inequality trend was even apparent in the top 0.1 percent. The combined annual income of the richest 0.1 percent ― 24,581 people ― amounted to 40.85 trillion won in 2020, equivalent to 1.62 billion won per person on average, up by 371 million won per person from 2016. This means the income of the top 0.1 percent was 848.4 times that of the bottom 10 percent in 2020.
경제적 불평등 추세는 상위 0.1%에서도 뚜렷하게 나타났다. 가장 부유한 0.1%(2만 4,581명)의 통합 연 소득은 2020년 40조 8,500억원으로, 1인당 평균 16억 2,000만원에 해당해 2016년보다 1인당 3억 7,100만원 늘었다. 이는 상위 0.1%의 소득이 2020년 하위 10%의 848.4배였다는 것을 의미한다.


Rep. Choo explained that the widening income inequality has mainly been due to the fallout from the devastating COVID-19 pandemic. The disparity has actually deepened, according to the World Inequality Report 2022, which showed Korea's richest 10 percent possessing 58.5 percent of the country's entire wealth in 2021, an increase of 0.1 percentage point from the previous year.
추 의원은 소득 불평등이 확대된 것은 파괴적인 코로나19 대유행의 여파가 주로 작용했다고 설명했다. 세계불평등보고서(World Inequality Report 2022)에 따르면 2021년 한국의 상위 10% 부자가 전체 부의 58.5%를 소유하고 있는 것으로 나타났는데 이는 전년보다 0.1%포인트 증가한 것이다.


The nation's economy grew 4 percent last year, exceeding its pre-COVID-19 level. Despite such a robust recovery, the gap between the haves and the have-nots widened further. The prolonged COVID-19 pandemic has dealt a severe blow to small business owners and the self-employed.
지난해 우리나라 경제는 4% 성장해 코로나19 이전 수준을 넘어섰다. 이처럼 견조한 회복세에도 불구하고 빈부 격차는 더 벌어졌다. 코로나바이러스 사태가 장기화하면서 소상공인과 자영업자들이 큰 타격을 입고 있다.


The widening wealth gap has also been ascribed to the ill-conceived economic policies of the Moon administration. The so-called "income-led growth" policy resulted in the collapse of many small businesses affected by, for instance, a drastic increase in minimum wages. Failed housing market policies caused real estate prices to soar with household debt hitting an all-time high. Amid a lingering employment crunch, incomes of less privileged people continued to decline while the wage gap between large and small businesses widened further.
부의 격차가 커진 것도 문재인정부의 잘못된 경제정책 탓이다. 소위 ‘소득 주도 성장' 정책은 예를 들어 최저 임금의 급격한 인상으로 영향을 받는 많은 중소기업의 붕괴를 초래했다. 주택시장 정책 실패로 부동산 가격이 폭등하고 가계부채가 사상 최고치를 기록했다. 고용 경색이 지속되고 있는 가운데 소외계층의 소득은 계속 감소하고 있는 반면 대기업과 중소기업의 임금 격차는 더욱 벌어졌다.


The bipolarization of wealth due to the coronavirus pandemic has been a global phenomenon. Policies should first be focused on helping those who are most vulnerable to COVID-19. Measures should also be taken to strengthen the social safety net and ensure a more equal distribution of wealth to prevent social conflict from worsening. Major presidential candidates should embark on a full-fledged debate on how to narrow income inequality and lay the groundwork to push for policies based on public consensus in the forthcoming government.
코로나바이러스 대유행으로 인한 부의 양극화는 세계적인 현상이다. 정책은 우선 코로나19에 가장 취약한 이들을 돕는 데 초점을 맞춰야 한다. 사회안전망을 강화하고 보다 균등한 부의 분배를 보장해 사회 갈등이 악화되지 않도록 하는 대책도 마련돼야 한다. 주요 대선주자들은 앞으로 다가올 정부에서 소득불평등을 어떻게 좁히고 국민적 합의를 바탕으로 정책을 추진할 수 있는 토대를 마련할 것인지 본격적인 논의에 착수해야 한다.
