Time to reconsider government reorganization plan
정부 조직 개편안을 재고해야 할 때

The Yoon Suk-yeol administration announced a government reorganization plan on Thursday to abolish the Ministry of Gender Equality and Family, elevate the status of the Ministry of Patriots and Veterans Affairs and create an agency for Korean nationals abroad.
윤석열 행정부는 목요일 여성가족부를 폐지하고 국가보훈처의 위상을 높이며 재외국민 전담기관을 신설하는 내용의 정부조직 개편안을 발표했다.

The government and the ruling People Power Party (PPP) will present the plan to the National Assembly soon to get parliamentary approval next month. In addition, the administration will finalize another plan to set up a space and aeronautics agency and an immigration agency later this year.
정부와 여당인 국민의힘은 다음 달 국회의 승인을 받기 위해 이 개편안을 곧 국회에 제출할 것이다. 또한 정부는 올해 말 우주항공청과 이민청을 설립하는 또 다른 계획을 확정할 예정이다.

However, the amendment to the Government Organization Act is likely to languish in the Assembly, as the main opposition Democratic Party of Korea (DPK) together with feminist groups are strongly against the plan to scrap the gender equality ministry. The DPK finds it hard to narrow its differences over the issue with the government and the PPP, although it concurs on other reorganization plans.
그러나 야당인 더불어민주당이 여성단체와 함께 여가부 폐지를 강력히 반대하고 있어 정부조직법 개정안이 국회에서 무산될 가능성이 있다. 민주당은 다른 조직개편 방안에 대해서는 동의하지만 여가부 폐지에 관해선 정부 및 국민의힘과 이견을 좁히기가 어렵다는 입장이다.

There is no dispute over the need to set up an agency to support overseas Korean nationals who total 7.32 million. The agency will be established under the command of the foreign minister, according to the draft bill. The DPK is also in favor of the enhanced status of the veterans affairs ministry to better take care of patriots and veterans who fought for the independence and freedom of the country.
총 732만 명에 달하는 재외국민을 지원하기 위한 기관을 설립할 필요가 있다는 것에 대해서는 이견이 없다. 이 기구는 법안 초안에 따르면 외무장관 휘하에 설립될 것이다. 민주당은 또한 조국의 독립과 자유를 위해 싸운 애국자들과 참전 용사들을 더 잘 돌보기 위해 보훈처의 위상을 높이는 것에 찬성하고 있다.

In this situation, the rival parties cannot form a bipartisanship over the government reorganization bill unless they reach a compromise over the planned disbandment of the gender ministry. The brewing discord over the matter is feared to escalate political confrontation between the ruling and opposition camps.
이런 상황에서 여야는 여가부 해체를 놓고 타협하지 않는 한 정부조직 개편안을 놓고 초당적 협력관계를 형성할 수 없다. 이를 둘러싸고 발생하는 이견이 여야 간의 정치적 대립을 심화시킬 우려가 있다.

The DPK has bristled at the widening investigations into its Chairman Lee Jae-myung over corruption allegations as well as former President Moon Jae-in over reported mishandling of the killing of a fisheries official by the North Korean military in 2020 and other alleged misdeeds. The party is opposing the abolishment of the gender ministry, arguing that the plan could deal a setback to gender equality. It is accusing the Yoon administration of currying favor with young male voters by scrapping the ministry.
민주당은 2020년 북한군에 의한 해수부 공무원 피살에 대한 문재인 전 대통령의 잘못된 처리 및 기타 다른 비리 의혹 뿐만 아니라 이재명 민주당 대표의 부패 혐의에 대한 조사 확대에 대해 불만은 보여왔다. 민주당은 여가부 폐지 계획이 양성 평등에 차질을 초래할 수 있다고 주장하며 반대하고 있다. 민주당은 윤석열 정부가 여가부를 폐지함으로써 젊은 남성 유권자들의 환심을 사려한다고 비난하고 있다.

Actually, Yoon benefited from his campaign promise to get rid of the ministry, appealing to male voters in their 20s and 30s who have felt discriminated against due to previous administrations' policy of promoting women's rights. Yoon and his party are giving the impression that they will continue to take advantage of the gender divide for political gains by keeping his promise.
실제로 윤 대통령은 과거 정부의 여성인권 신장 정책으로 차별을 받았다고 느끼는 20~30대 남성 유권자들에게 여가부 폐지 공약을 내걸어 선거에서 이득을 보았다. 윤 대통령과 그의 당은 공약을 지킴으로써 정치적 이득을 위해 계속 남녀 격차를 이용할 것이라는 인상을 주고 있다.

Yet, the envisaged disbandment of the ministry could do more harm than good. Thus, the Yoon government and the PPP need to reconsider the plan which goes against the global trend of advocating women's empowerment. Yoon once said that the ministry has no reason to exist as it already completed its mission. But it is wrong for him to believe that.
하지만 계획된 여가부 해체는 득보다 실이 많을 수 있다. 따라서 윤석열 정부와 국민의힘은 여성의 권익 신장을 주창하는 세계적 추세에 반하는 여가부 폐지 방안을 재고할 필요가 있다. 윤 대통령은 여가부가 이미 사명을 완수했기 때문에 존재할 이유가 없다고 말한 적이 있다. 그러나 그가 그렇다고 믿는 것은 잘못된 것이다.

The ministry still has many things to do to narrow gender inequality. For example, female workers still make 61.9 percent of what their male counterparts earn. Many women still fall victim to grave crimes including stalking murders, as seen in the recent case of a female subway worker who was killed by an ex-colleague in Sindang Station. Abolishing the ministry and transferring its tasks to the Ministry of Health and Welfare and the Ministry of Employment and Labor will only end up perpetuating gender inequality. The plan also lacks national consensus, thereby deepening socioeconomic and political conflicts. Now is the time to rethink the ill-conceived plan.
여가부는 여전히 양성 불평등을 줄이기 위해 할 일이 많다. 예를 들어, 여성 근로자는 여전히 평균적으로 남성 근로자 소득의 61.9%를 벌고 있다. 최근 지하철 여직원이 신당역에서 전직 동료에게 살해당한 사례에서 볼 수 있듯이 많은 여성들이 스토킹 살인 등 중범죄의 희생양이 되고 있다. 여가부를 폐지하고 그 업무를 보건복지부와 고용노동부로 이관하는 것은 남녀 불평등을 영속화할 뿐이다. 이 계획은 또한 국가적 합의가 부족해 사회경제적, 정치적 갈등을 심화시키고 있다. 이제 잘못 수립된 여가부 폐지 계획을 재고해야 할 때다.
